Meticulous planning and early engagement has led to the successful delivery of hundreds of projects for Chisholm & Winch during the last five decades in business. Crucial to this is the work of our Estimator, Terry Fraser, who is involved with the preparation of project bids, from the receipt of enquiry through to the negotiation of contract with the employer. Terry does this with accuracy and professional knowledge developed over many decades in the industry; always representing Chisholm & Winch in a positive light. Known for his quirky sense of humour, love of house plants (he nurtures several of them in his Chisholm & Winch office) and his all-black attire, Terry has been a valued member of our team for 18 years.
A Crucial Role
Terry prepares detailed cost estimates for various types of construction projects that Chisholm & Winch bids for, which includes analysing plans, specifications, and other project-related documents to determine the scope of work.
He gathers pricing information for materials, labour and equipment, and uses specialised software to calculate project costs. His role requires working closely with project managers, architects and other stakeholders to ensure cost estimates align with project requirements.
A Life in Construction
Terry’s career in construction began in 1972 at the age of 16, when he joined building contractors, R W Bowman in London. He then went on to work for the London Borough of Waltham Forest, a Housing Association, and from there to Chisholm & Winch where he has worked happily ever since.
Terry’s experience, knowledge and skills means he can turn a large amount of information into a precise and accurate explanation of a project, which can then be easily understood by the construction team. He also excels in pricing projects in detail.
“A lot of my time is spent at the Chisholm & Winch headquarters in Essex, but I do get out of the office occasionally to visit construction sites and explore the wider world!” he added.
Commenting on his role, Terry said: “We have long standing relationships with a lot of our clients, obtaining repeat business from customers such as MACE and Balfour Beatty, who we’ve worked with for more than 25 years. But in times of economic uncertainty, there is a lot more competition for the same business, and we have to remain on top of our game to win the work.”

“It’s these factors, along with all the years of experience racked up by our team, and dedication to quality, that mean clients trust us to deliver for them again and again. I feel lucky to have been a part of so many incredible projects over the years, including for the Foreign and Commonwealth Office, Crown Estates and Heathrow Airport.”
With Terry overseeing the estimating department, this part of the process is in very safe hands – just like his house plants.
